Selling or Scrapping a Used Car in Japan: The March 31 Road Tax Deadline, Haisha Refunds, and Comparing Quotes via MOTA

How to sell or scrap (Haisha) a car in Japan without losing money: beat the March 31…
Whether you are relocating to central Tokyo, upgrading your family car, or leaving Japan, handing your vehicle over to a dealership trade-in desk (下取り – Shitadori) or waiting until late March to sell can easily cost you 100,000 to 300,000 yen. Even worse, if the administrative title transfer is not completed before March 31, a full year’s road tax bill (10,800 to 50,000+ yen) will arrive in your mailbox in May.
Here is how to sell a used car (車買取) or scrap an older vehicle (廃車 – Haisha) in Japan for maximum return, claim all three statutory tax and insurance refunds, and compare quotes without phone spam.
1. Dealer trade-in (下取り) vs. car-buying specialists (車買取) and avoiding phone spam via MOTA
Car owners in Japan have two main ways to sell a working vehicle:
- Dealership Trade-In (
ディーラー下取り– Shitadori): Convenient when buying a brand-new car at the same dealership, but dealers rely on conservative age-based depreciation tables and charge appraisal handling fees. Trade-in offers frequently run 100,000 to 300,000 yen lower than open-market buyer bids. - Used-Car Buying Specialists (
車買取専門店– Kaitori): Specialist buyers bid against live domestic auto auctions (オートオークション) and overseas export channels, paying significantly more even for high-mileage cars over 100,000 km (過走行車).

Traditional multi-quote comparison sites (一括査定サイト) are notorious for triggering dozens of simultaneous sales calls (鬼電ラッシュ) the moment you hit submit. Two modern platforms let you capture competitive bidding without the phone chaos:
MOTA車買取(MOTA Pre-Bidding System):- Enter your vehicle details and upload photos online. Up to 20 dealers place blind electronic bids behind the scenes.
- At 18:00 the next day (or within a few hours), all bids are revealed on your screen, and only the top 3 highest-bidding companies (
上位最大3社のみ) are allowed to contact you to schedule a free at-home inspection (無料出張査定).
楽天Car車買取(Rakuten Car Live Auction):- Only one Rakuten inspector visits your home to grade the car, then lists it on a live online auction where over 2,000 dealers nationwide bid in real time. You set your own reserve price (
最低希望価格), pay no fee unless it sells at or above your target, and earnRakuten Points.

2. The March 31 (3月31日) road tax deadline: Handing over the keys is not enough!
Under Japanese local tax law, both Prefectural Automobile Tax (自動車税種別割 – Jidoshazei for white-plate cars) and Municipal Light Vehicle Tax (軽自動車税種別割 – Keijidoshazei for yellow-plate Kei cars) are billed for the entire upcoming fiscal year (April through March) to whoever is recorded as the owner on the vehicle inspection certificate (車検証) as of April 1 at 00:00 AM (4月1日午前0時時点の所有者):
- Yellow-plate 660cc passenger Kei cars: 10,800 yen/year flat (5,000 yen for commercial Kei vans).
- White-plate passenger cars: 30,500 to 50,000+ yen/year based on engine displacement (plus a ~15% older-vehicle surcharge
重課once a gasoline car passes 13 years from first registration).

A costly mistake happens when owners hand over their car to a buyer between March 25 and March 29, assuming the sale is finished. Legally, the ownership transfer (名義変更 / 移転登録) or deregistration (抹消登録) must be processed over the counter at the Regional Transport Bureau (運輸支局) or Kei Car Inspection Association (軽自動車検査協会) before 16:00 on the final business day of March (March 31).
To protect yourself from a surprise May tax bill:
- Hand over the vehicle and all required documents by mid-March (March 15–20): Selling a white-plate car requires the Vehicle Inspection Certificate (
車検証/電子車検証), Compulsory Insurance Certificate (自賠責保険証明書), current Road Tax Receipt (自動車税納税証明書), an official Seal Registration Certificate (印鑑登録証明書issued within 3 months), and your registered seal (実印) stamped on the Power of Attorney (委任状) and Transfer Certificate (譲渡証明書). Yellow-plate Kei cars do not require an印鑑証明書. - If selling in late March: Confirm in writing on the sales contract whether the buyer guarantees deregistration before March 31 or agrees to reimburse the new fiscal year’s road tax.
3. Three statutory refunds (還付金) when scrapping a car (廃車): White-plate vs. Kei car rules
When an older or high-mileage car is officially deregistered or scrapped (廃車, either temporary deregistration 一時抹消登録 or permanent dismantling 永久抹消登録), up to three pro-rated refunds (還付金) apply—with a major difference between white-plate regular cars (普通車) and yellow-plate Kei cars (軽自動車):
- Annual Road Tax Refund (
自動車税の還付):- White-plate regular cars (
普通車): Upon deregistration (抹消登録), the prefectural tax office automatically refunds the unused months of自動車税from the following month through March (for example, deregistering in November refunds 4 months of tax for December through March). - Yellow-plate Kei cars (
軽自動車): Municipal tax law provides NO mid-year refund for軽自動車税, no matter which month you scrap the car. Just make sure Kei car deregistration (自動車検査証返納届) finishes by March 31.
- White-plate regular cars (
- Vehicle Weight Tax Refund (
自動車重量税の還付— applies to BOTH white-plate AND Kei cars):- If your car still has at least one full month of valid
Shakeninspection remaining (車検残存期間) and is dismantled under the Automobile Recycling Law via permanent deregistration (永久抹消登録/解体返納), you receive a government refund for the unused portion of Weight Tax (重量税).
- If your car still has at least one full month of valid
- Compulsory Insurance Refund (
自賠責保険の解約返戻金— applies to BOTH white-plate AND Kei cars):- Once you have the official deregistration certificate and at least one month remains on your
自賠責保険policy, your insurer refunds the unused compulsory insurance premium.
- Once you have the official deregistration certificate and at least one month remains on your

When using specialized scrap-car buyers (廃車買取業者 such as CarNext, Haisharu, or Sokokara), always ask upfront: *”Jidoshazei ya Juryozei, Jibaiseki no kanpukin wa betsu de uketoremasu ka?”* (自動車税や重量税、自賠責の還付金は別で受け取れますか? — “Do I receive the road tax, weight tax, and Jibaiseki insurance refunds separately on top of the scrap purchase price?”). Transparent buyers pay you both the scrap metal/parts value (typically 10,000 to 50,000+ yen) and your full statutory tax refunds.
