ETC Card and Japan Highway Toll Discounts: 30% Off Weekend and Late-Night Rates, 10% Mileage Rebates, and NEXCO Dorawari Pass

How foreign residents in Japan can get an ETC card with or without a credit card, save 30% on weekend and late-night NEXCO tolls, earn 10%…
Japanese expressways are fast and spotless, yet paying cash at tollbooths is one of the quickest ways to burn money on a road trip. A round-trip weekend drive from Greater Tokyo to Nagano or Niigata easily runs 10,000 to 14,000 yen in standard tolls, and cash drivers in general lanes (一般レーン) pay 100% of that sticker price.
Worse still, highway operators across Japan are rapidly converting traditional booths into ETC-only tollgates (ETC専用料金所) where cash lanes have been abolished altogether. Entering one without an ETCカード inserted into your car forces you into an intercom support lane (サポートレーン) for manual billing while forfeiting every expressway discount. Whether you own a car, use Times Car share, or rent cars a few times a year, setting up an ETC card cuts your highway costs by 30% to 45%.

1. Three ways foreign residents can get or rent an ETC card
You do not need to own a car or hold a premium credit card to carry your own ETC card in Japan. Depending on your banking setup, choose one of these three routes:
- Credit card add-on (
クレジットカード付帯ETCカード): When applying for a Japanese credit card (or inside your card issuer’s member app), request an add-on ETC card. EPOS Card and Aeon Card issue ETC cards completely free, with 0 yen issuance fees and 0 yen annual fees forever. Mitsui Sumitomo Card (NL) and JCB CARD W are also popular zero- or low-fee options for foreign residents. Rakuten Card charges a 550 yen annual ETC fee by default, though Rakuten automatically waives that 550 yen fee if your Rakuten Point Club rank is Gold, Platinum, or Diamond. ETCパーソナルカード(ETC Personal Card) without a credit card: If you do not have a Japanese credit card yet, the six expressway companies jointly issue a deposit-backed ETC Personal Card that debits tolls monthly from your Japanese bank or Japan Post Bank (ゆうちょ銀行) account. You place a refundable deposit (デポジット, minimum 20,000 yen, scaled to your expected monthly highway spending) and pay a 1,257 yen annual membership fee. Cancel the card later and your full deposit comes back.- Rental cars, car sharing (
レンタカー・カーシェア), and used-car setup: Nearly every rental car and car-share fleet in Japan (Times Car, Toyota Rent a Car, Nippon Rent-A-Car) comes pre-equipped with a dashboard or gloveboxETC車載器(onboard ETC reader). You can bring your own personal ETC card and plug it right into any rental car’s slot (just remember to eject it before returning the keys). If you do not own an ETC card yet, ask the rental counter to add a rental ETC card for roughly 330 yen per trip. If you buy a secondhand car, visit Autobacs, Yellow Hat, or a dealership first and pay 2,500 ~ 3,300 yen forETC車載器セットアップso the onboard reader is calibrated to your vehicle class and license plate.

2. Core 30% highway discounts and the free 10% ETC Mileage rebate
Passing nonstop through purple ETC gates automatically unlocks two nationwide NEXCO discount windows, plus a free point rebate program for car owners:
- Weekend and Holiday 30% Off (
休日割引– Kyujitsu Waribiki): Ordinary passenger cars (普通車) and kei cars (軽自動車等) receive 30% off NEXCO regional expressways (地方部, sections outside the inner Tokyo and Osaka metropolitan zones) on Saturdays, Sundays, and national holidays. - The 3-day weekend exclusion trap (
3連休適用除外): To curb holiday gridlock, NEXCO suspends休日割引during Golden Week, Obon, New Year holidays, and designated 3-day holiday weekends (3連休). Many drivers assume every Sunday or Monday national holiday gets 30% off and get surprised by full tolls on 3-day weekends, so always check the NEXCO exclusion calendar before driving. - Late-Night 30% Off (
深夜割引– Shinya Waribiki): Driving on nationwide NEXCO expressways between 00:00 and 04:00 AM cuts your toll by 30% every day of the week across all vehicle categories, including commercial vans and trucks. - 10% back via
ETCマイレージサービス(free registration): If you own or lease a vehicle, register your ETC card alongside your car’s 19-digit onboard unit ID (車載器管理番号) for free atsmile-etc.jp. You earn 1 point per 10 yen paid on NEXCO and Honshu-Shikoku Bridge expressways (a 10% rebate rate). Accumulating 5,000 points converts straight into 5,000 yen of free toll credit (還元額).
Look at how those layers add up on a standard 10,000-yen round-trip regional expressway drive (5,000 yen each way) on a normal Saturday and Sunday:
- Cash in general lanes: You pay 10,000 yen flat and earn 0 points.
- ETC card registered with
ETCマイレージ: The 30%休日割引cuts the toll to 7,000 yen, and you earn 700 points (worth 700 yen toward future tolls). Your effective round-trip cost drops to 6,300 yen, saving 3,700 yen on a single weekend outing.

3. Seasonal flat-rate highway passes: NEXCO East Dorawari Winter Pass 2027
Before any long leisure drive, check regional flat-rate expressway passes: ドラ割 (Dorawari) operated by NEXCO East and 速旅 (Hayatabi) operated by NEXCO Central. Unlike automatic gate discounts, these passes require free online pre-registration with your ETC card number before you enter the highway.

For snow sports and winter hot-spring trips, NEXCO East ドラ割「ウィンターパス2027」 (Winter Pass 2027) runs from December 4, 2026 through April 22, 2027, covering trips of up to 3 consecutive days. Registering online via ドラぷら (driveplaza.com) before departure lets you lock in discounted fixed round-trip tolls (往復プラン) or bundled lift-ticket and hotel packages (セットプラン).
Covered routes connect departure zones in Greater Tokyo, Sendai, and Niigata with major ski and onsen destinations including Yuzawa / Minakami, Hakuba / Shiga Kogen, Karuizawa / Sugadaira, Nasu / Shiobara, Zao, and Inawashiro / Bandai. Depending on your entry interchange, the pass trims 25% ~ 45% off normal round-trip tolls, typically saving 3,000 to 5,000+ yen on a single ski weekend.
Two extra perks make Winter Pass 2027 worth bookmarking. First, it remains valid on 3-day holiday weekends (3連休) when regular 休日割引 is suspended (excluding peak New Year blackout dates). Second, completing your trip strictly on weekdays earns an extra 15% bonus in ETC Mileage points. Keep in mind that ドラ割 replaces regular 休日割引 and 深夜割引 on covered highway segments, so those discounts do not double-stack on top of the pass price.
4. Safe ETC gate etiquette and how to book a Dorawari pass in 3 minutes
Following a few simple expressway habits keeps every tollgate crossing smooth, even in unfamiliar rental cars:
- Slow to 20 km/h or under (
時速20km以下) inside purple ETC lanes: Nonstop collection still requires slowing down so the overhead antenna reads your dashboard unit and lifts the gate bar safely. Leave space behind the car ahead in case their card is expired or uninserted. - What to do if you accidentally enter an
ETC専用料金所without a card: Never reverse (バック厳禁) on an expressway ramp. Proceed slowly into theサポートレーン(Support Lane), stop at the intercom (インターホン), and follow the attendant’s instructions for manual toll settlement. - Four quick steps to activate
ドラ割「ウィンターパス2027」before departure:- Open

ETCカードnumber you will insert into your car or rental vehicle for the trip. - Confirm receipt of the registration email before passing your first entry tollgate. If weather changes your plans, you can cancel online for free anytime prior to your booked start date.
